• Foxley Parish Council

    Foxley is a village and civil parish in the English county of Norfolk. The village is about 15 miles north-west of Norwich and 9 miles south-east of Fakenham.

    The Parish Council

    Foxley Parish Council comprises five elected Council Members who live in the village and work together to represent the Village on various matters. The Parish Council is the third tier of Local Government after Breckland District Council and Norfolk County Council. The Council employs one staff member who is the Clerk and also the Responsible Officer.

    For the purposes of local government, the parish falls within the Elmham and Mattishall division of Norfolk County Council and the Upper Wensum ward of Breckland District Council.

    Meetings are held in Foxley Village Hall starting at 7pm. Please check the agenda for confirmation of date and start time

    The public is very welcome to attend and we encourage people to speak on agenda items during the open forum which is part of each formal meeting.

    Each year Foxley Parish Council prepares an Annual Governance and Accountability Return (AGAR). Accounts are internally and externally audited and this information can be viewed below. Sections 1 and 2 of the AGAR have been published (see documents below) Foxley Parish Council have certified themselves exempt from external audit and the Certificate of Exemption is published below. The external auditor has confirmed receipt of the exemption notification and confirmed that no review is to be performed and no auditor certificate, report or other closure document will be issued.

  • Breckland Local Plan

    Although no sites for Foxley have been highlighted. It is acknowledged that all parishes in Breckland which have not had sites allocated, would incorporate an increase of 5% in dwellings to 2042. This would mean an additional 8 houses in Foxley over the next 17 years.

    Breckland Local Plan: Regulation 18 Consultation (Preferred Options)

    The public consultation on the Draft Plan ended on Monday 15th December 2025. This stage of the local plan (known as Regulation 18) set out the Council’s draft policies and growth strategy and is an important stage in the plan-making process. It provided an early opportunity for our communities, businesses, landowners, developers, partners and stakeholders to ‘have a say’ and comment on the draft Local Plan before it is considered further and then finalised for the next (Regulation 19) stage. Further public consultation will take place at the Regulation 19 Stage.

  • Meetings

    The next meeting of Foxley Parish Council will be held on Thursday 6th August 2026 starting at 7pm.

    The Parish Council usually meets four times a year. Meetings are held in Foxley Village Hall, Chapel Road, Foxley, NR20 4QS and usually start at 19:00pm (please check the agenda). Extraordinary meetings will be held as necessary.

    Meetings of the Parish Council are not public meetings but members of the public have a statutory right to attend meetings of the council as observers. Members of the public have no legal right to speak unless the Parish Council Chairman authorises them to do so. As part of its community engagement, Foxley Parish Council sets out a time for public participation at the start of the meeting when members of the public are invited to speak on agenda items.

    If you wish a matter to be raised at the Council, please contact one of the Councillors or the Parish Clerk. Although members of the public do not have a right to force items onto the Council agenda, the Council will consider all requests. The Council agenda is prepared about a week before the next council meeting so you will need to inform the Clerk about 10 days prior to the meeting if you wish to have an item included on the agenda.  Although this might seem a long time in advance, the council is required by law to publicise its agenda at least three clear days before each meeting. Only business contained within the agenda can be considered at the meeting.

    Recording of meetings

    The Openness of Local Government Bodies Regulations 2014 were enacted on 5 August and came into force on 6 August 2014. These allow for the filming and recording of Council meetings (and other specified public bodies) and provide for access to records (e.g. of decisions made by officers).

    The Public are welcome to attend our meetings and there is time allocated to public questions.

    Our Council Agendas have the same format which is fairly standard to all local councils and includes, receiving apologies for absence from Members, approval of minutes from the last approval of minutes from the last meeting, considering items of correspondence, approving payments and other financial items, consideration of planning applications and agenda items for discussion.
