Although no sites for Foxley have been highlighted. It is acknowledged that all parishes in Breckland which have not had sites allocated, would incorporate an increase of 5% in dwellings to 2042. This would mean an additional 8 houses in Foxley over the next 17 years.
Breckland Local Plan: Regulation 19 Consultation
Breckland Council has launched the final round of consultation into its draft Local Plan. The Regulation 19 consultation is the last opportunity members of the public, parish councils and other stakeholders to have their say on the Plan before it is submitted to the Planning Inspectorate for independent examination. This stage provides you with the opportunity to comment on the legal robustness of the Plan; how it was prepared, if its aims are achievable, and if it is based on a robust evidence base. The Consultation will run from 31st July to 23rd September 2026.
The Council is also undertaking a Call for Sites consultation event specifically for sites for Gypsy, Traveller and Travelling Showpeople sites. During the previous call for sites insufficient sites were put forward for this form of development to adequately provide for Breckland’s Gypsy and Traveller need over the plan period or the next five years. The call for sites exercise will not determine whether a site should be allocated for development. However, it will help identify a potential pool of sites for further consideration through a range of technical work.

Breckland Local Plan: Regulation 18 Consultation (Preferred Options)
The public consultation on the Draft Plan ended on Monday 15th December 2025. This stage of the local plan (known as Regulation 18) set out the Council’s draft policies and growth strategy and is an important stage in the plan-making process. It provided an early opportunity for our communities, businesses, landowners, developers, partners and stakeholders to ‘have a say’ and comment on the draft Local Plan before it is considered further and then finalised for the next (Regulation 19) stage. Further public consultation will take place at the Regulation 19 Stage.
